Tonight, breaking news. The deadly flooding tragedy in central Texas. The urgent search and rescue operations underway right now.

 

At least 20 girls from a summer camp are missing. More than a dozen people killed. Catastrophic flooding.

 

Overwhelming summer camps for children in Kerr County, north of San Antonio. Waterfront properties along the Guadalupe River washed away. The mayor saying this happened overnight when many were asleep.

 

And the state of emergency in New Jersey. At least three people killed during severe thunderstorms. Residents of Plainfield warned to stay indoors.

 

And a tropical depression forming offshore about 150 miles southeast of Charleston, South Carolina, with sustained winds of 35 miles per hour. Our weather team tracking it all.

02:13 At least 13 dead, 20+ campers missing in Texas amid catastrophic flooding

 

Good evening. Thanks for joining us on this 4th of July holiday. I'm Whit Johnson in for David

 

We begin tonight with breaking news. Catastrophic flooding in Central Texas. Overwhelming.

 

A Christian summer camp for girls along the Guadalupe River. A month's worth of rain falling in just a matter of hours. More than 20 girls attending that camp are now missing.

 

At least 13 people are dead. Residents ordered to shelter in place. This helicopter saving someone trapped by the floodwaters near an RV park in Kerrville.

 

Dozens of water rescues underway in the frantic search for those still missing as homes and roadways were washed away.

Up to 12 inches of rain already, with more still to come.

 

And the state of emergency in Central New Jersey. Strong thunderstorms are being blamed for at least three deaths in that area. Some 4th of July celebrations canceled. Our weather team is standing by with the forecast.

 

But first, ABC's Morgan Norwood leads us off.

 

Tonight, the desperate search for the missing after deadly floodwaters swept through Central Texas.

 

Officials in Kerr County, north of San Antonio, say there are at least 13 fatalities and more than 20 children unaccounted for at a summer camp issuing a disaster declaration amid catastrophic flooding.

 

On a day which is usually for celebration.

 

It's a very tough day in Texas, and it was a destructive flood taking property and sadly lives.

 

Homes washed away, floodwaters swallowing buildings and vehicles. After more than a month-worth of rain fell since the morning hours.

 

This came at night when people were asleep in bed. Please pray for our community.

 

Dozens of water rescues along the Guadalupe River.

 

We have a few steps right here, and I can only assume that there was a house attached to it.

 

The river rising to levels not seen in decades, according to the National Weather Service, rising from 7 to 29 feet in just four hours, reaching the second highest level on record.

 

This happened very quickly over a very short amount of time that could not be predicted.

 

Campers forced to evacuate from sites along the rising riverbank, including at the all-girls summer camp, Camp Mystic, where officials say more than 20 campers are still missing.

Right now, the only concern we have is rescuing everybody and all these kids out here.

 

Storms also battering the northeast overnight.

 

Officials say at least three people were killed in Plainfield in central New Jersey after trees fell on their vehicles. Normally it takes me five minutes to get home. It took me 45 minutes to get home. There's trees down everywhere.

 

Winds in the region gusting to more than 60 miles per hour, taking down tree limbs and power lines. More than 110,000 households without power from Pennsylvania to Massachusetts.

 

And the danger in central Texas is far from over. Officials warning that rising runoff can make an already disastrous situation even worse. Ongoing water rescues underway at this hour, with officials working to notify families even as they race to find those still missing.

05:26 Tracking severe weather threats over the holiday weekend

 

Let's get right to meteorologist Brittany Bell from our New York station WABC. And Brittany, time out this flood threat happening right now.

 

And Whit, the flood danger continues with soaking rainfall falling throughout this evening.

 

So let's get right to those alerts. A flood watch that stretches from Abilene all the way to San Antonio. Even flash flood warnings.

 

Some spots picking up over a foot of rain and they can get an additional one to two inches once all is said and done.

 

Now farther north, we're tracking the threat for severe weather. There's a severe thunderstorm watch out for Minnesota, North and South Dakota until 10 p.m. Watch out for damaging winds, large hail, even the small chance for an isolated tornado.

 

And new this afternoon, we now have Tropical Depression 3 forming just off the coast of Florida and Georgia. That will continue to intensify to a tropical storm over the weekend, making landfall along South Carolina. And that's forecast to continue to weaken farther inland as we head into early next week.

06:22 Pres. Trump signs mega-bill into law at White House

 

We move on now to President Trump taking a victory lap at the White House today, signing that mega tax cut and spending bill into law amid much fanfare, including fireworks and a military plane flyover with a B-2 bomber.

But opponents are blasting the legislation, warning it will add trillions to the national debt and force millions of Americans to lose their health care.

 

Here's ABC's senior White House correspondent Selena Wang.

 

Tonight, President Trump's signing is sweeping domestic policy into law. It's the biggest bill of its type in history.

 

Touting his legislative victory during July 4th celebrations in front of Republican lawmakers and military families as fighter jets fly over the White House, including a B-2 bomber, the same type of plane that struck those Iranian nuclear facilities last month.

 

We salute you and we honor you. Thank you very much for being here.

 

The motion is adopted.

 

The nearly 1,000 page bill, the cornerstone of Trump's agenda. Republicans in Congress narrowly passing it after Trump arm-twisted and charmed holdouts in his own party.

All but two House Republicans ended up voting for the bill, despite anger that it could add $3.4 trillion to the debt over the next decade and estimates that steep cuts to Medicaid could force 11.8 million Americans to lose their health insurance.

 

The president selling his bill to the American people in Iowa overnight, focusing on those tax cuts and ending taxes on tips and overtime, fulfilling his campaign promise. Not one Democrat voted for us.

 

And I think we use it in the campaign that's coming up the midterms because we got to beat them. Democrats confident they'll win back voters as Americans start to lose their health care and food assistance.

 

I don't think we have ever seen or are prepared for how catastrophic this is set to be.

 

Those tax cuts, mostly for the wealthy, are permanent, while no taxes on tips and overtime work expire in 2028.

 

And while slashes to Medicaid don't kick in until after the midterms next year, already at least one hospital in rural Nebraska announcing it's closing down, citing those expected cuts. The president tonight, though, taking a victory lap.

And Whit, here at the White House, President Trump is celebrating July 4th, along with his major legislative victory. And Trump says there's even bigger celebrations to come in the lead up to America's 250th anniversary celebration.

09:05 Fireworks explosions in a Los Angeles home kills one, leaves another in critical condition

 

Now to a deadly fireworks explosion in a suburban neighborhood outside of Los Angeles. The blast killing at least one person and leaving another in critical condition. Several homes destroyed.

 

This is just the latest in a series of firework explosions. ABC's Jaclyn Lee is in Pacoima tonight.

 

Tonight, this apocalyptic scene.

 

Flames engulfing a suburban neighborhood in L.A. Fireworks going off. The fire ripping through this home's roof as it's spread to others on the block. It's right behind your house.

 

More than 100 firefighters called in to battle the inferno in Pacoima. Crews arriving in minutes to find four homes on fire. You can see firefighters on the roofs putting out spot fires.

A 30-year-old man died and five others injured. Multiple animals also hurt. Homeowners now working to board up their homes after the devastating explosion that they say felt like an earthquake.

 

And take a look down this backyard and you can see just how powerful and how quickly this fire burned.

 

Neighbor Juan Jimenez says the fireworks were exploding in all directions, destroying cars along the block. He and other neighbors rushing with garden hoses to save neighbors' houses.

 

This is the most sad thing because, you know, this is material we can keep working maybe. And maybe not today, maybe one week, we can fix it. But I want to fix the life.

 

Yeah, you can't replace a life. Fire officials telling people to leave the fireworks to the professionals.

 

We've seen a lot of these fireworks stories happening throughout this week.

 

Many of them are being sold out of people's private garages and private residences by folks that really don't know how to handle fireworks.

 

This coming on the heels of that massive explosion at a fireworks warehouse in Esparta on Tuesday. Crews tonight finding human remains, but no identifications have been made.

 

Two people hurt, seven still missing. In Hayward, California, outside San Francisco, two people critically hurt in an explosion related to fireworks. And one person was killed in a home explosion caused by fireworks in Simi Valley.

 

Whit, back out here in Pacoima. Firefighters are still walking through these homes, assessing the damage and trying to figure out why those fireworks went off. Whit?

And here in New York City, ramped up security ahead of tonight's big fireworks show. The NYPD's Harbor Unit and other teams patrolling the East River as skies light up above the Brooklyn Bridge.

 

Police saying there are no known threats. An intelligence bulletin obtained by ABC News identifying a potential lone wolf attack as the biggest concern.

Next tonight, terrifying moments at Orlando International Airport.

 

A JetBlue flight veered off the taxiway into the grass during departure. An investigation now underway and the new details just coming in. Here's ABC's Victor Oquendo.

 

Tonight, frightening moments on board a jet blue flight departing Orlando when the plane's nose gear veered off the taxiway and into the grass. Civil 488, go. Yeah, we have no braking, no steering.

The jet blue flight was preparing for takeoff to Worcester, Massachusetts when the pilot warned air traffic control the plane was sliding off the taxiway.

 

We're slowly rolling towards the grass because we have no brakes and no steering.

 

There were no injuries on board, but passengers had to deplane and were then bussed back to the terminal. It comes just three weeks after another jet blue flight veered off the runway and onto the grass after landing in Boston after the pilot reported they had no steering.

 

Passengers on that flight safely evacuating.

 

According to the FAA, today's jet blue flight experienced a hydraulic issue. Tonight, both JetBlue and the FAA are investigating to determine the exact cause of the incident. Whit.

13:04 Russia launches largest aerial assault against Ukraine since start of the war

 

Overseas now to Russia, launching a massive aerial assault against Ukraine, the biggest since the invasion more than three years ago. President Trump spoke with Ukraine's President Zelensky earlier today, Zelensky describing that call as important and fruitful.

 

Here's ABC's Tom Soufi Burridge.

 

Tonight, a Russian explosive drone slamming into a residential block in Kyiv. Russia unleashing its largest aerial assault on Ukraine since the start of the war.

 

A blitz of missiles and 500 drones lighting up the night sky. Families sheltering in the subway. At least one person killed, more than 20 injured.

Within hours, Ukrainian President Zelensky talking by phone to President Trump. Zelensky calling their discussion very important and fruitful. Saying they spoke about air defense and agreed to work together to strengthen the protection of our skies.

 

But just days ago, the Trump administration announcing it was freezing some deliveries of critical air defense missiles to Ukraine, as Russia escalates its drone and missile attacks to record levels.

 

And on the battlefield, Ukrainian forces outgunned and outnumbered, with Russia slowly occupying more land in eastern Ukraine. But Ukraine hitting back.

Today, striking an energy substation in western Russia. The only positive sign, another prisoner swap. But after his call yesterday with Vladimir Putin, President Trump saying Putin isn't looking to stop the war.

Yeah, I'm very disappointed with the conversation I had today with President Putin. Because I don't think he's there. I don't think he's looking to stop.

 

And Whit, on those U.S. air defense missiles. A source telling Reuters the U.S. could resume supplies following that Trump-Zelensky call. For Ukraine, those missiles can't come soon enough.

 

We're just getting news. Russia is conducting another large-scale aerial assault on Ukraine tonight. Whit.

15:00 Hamas signals willingness to negotiate on U.S-brokered peace proposal

 

And in the Middle East, possible movement on the peace process. Hamas submitting what it calls a positive response to the ceasefire and hostage release proposals now on the table. The U.S. broker deal calling for a two-month pause in fighting.

 

In a statement, Hamas saying another round of talks would be needed to determine how the proposal would be carried out.

 

There is still much more ahead on World News tonight. This Friday, shocking charges against a pediatrician involving her own child.

Next tonight, shark sightings causing a popular beach closure in New York City. The city releasing this video. Two sharks spotted in the waters off Rockaway Beach in Queens this afternoon.

 

Officials saying the animals were very close to beachgoers. One part of that beach shut down for an hour on the busy holiday weekend. No injuries reported.

 

Officials say they'll keep monitoring the area.

In Italy, an explosion at a gas station rocking the city of Rome. Reports say at least 45 injured, two critically.

 

The blast so powerful witnesses heard it around the capital. The explosion happening as a tanker refueled the station. People in the area reporting a strong gas smell before the blast.

16:21 Miami pediatrician accused of smothering daughter

 

A disturbing murder case near Miami. A pediatrician Neha Gupta accused of smothering her four-year-old daughter last Friday.

Detectives saying Gupta claimed the child drowned in a pool at a rental home. Court documents obtained by our station in Miami say the doctor was recently fired by an Oklahoma hospital and that she's in a custody fight with her ex-husband. Finally tonight, the nation celebrates 249 years of freedom. From parades to fireworks, small towns and big cities across America marking the 249th year since the Declaration of Independence in 1776.

 

In Canonsburg, Pennsylvania, residents have a tradition of getting up bright and early to secure front row seats along the parade route.

 

We've been staying in this spot for years. Every year we come out a couple hours before start time and rope off our spot. In McAllen, Texas, Girl Scouts from Troop 436 ride on their float in the 4th of July parade.
